New Customs requirement in DRC

Decision nr DGDA/DG/DV/DGA.T/DG/077/2016 of 16/03/16, applied in Matadi since 31st March, 2016 states that the customs office in DRC is requesting 1 Original Bill of lading be attached to the customs clearance and filed after completion of the customs procedures by importers or their agents.

Knowing the fact that our Agents cannot release the cargo without surrender of 1 original Bill of Lading by the receiver, kindly request Shippers for all shipments bound for DRC, to dispatch 2 original Bills of Lading to the receivers in order to enable them to take delivery of their cargo (1 to agents, 1 to customs).

Cargo release in Angola: original Bill of Lading again required

In June we advised you about a temporary measure by the General Tax Administration (GTA) in Angola, under which Angolan importers could obtain release of certain types of cargo without presenting the original Bills of Lading. This measure has now been revoked.

This means that with immediate effect, cargoes will only be released if the original Bills of Lading are presented. In other words, the normal release procedure applies again in Angola.

Release without Originals in Angola

The General Tax Administration (GTA) in Angola (which includes Customs) has adopted a new rule that authorizes Angolan importers to obtain release of their cargo without presentation of original Bills of Lading.

In order to avoid the expiry of foodstuffs / beverages and price inflation of goods in general due to high port & terminal charges, the Tax Administration adopted a (temporary) regulation only for those goods imported with a confirmed Letter of Credit and in some cases of Cash against Documents confirmed by the Commercial bank involved.

To qualify for this temporary regulation, the importer has to present a swift copy of a confirmed letter of credit, or guarantee from the bank in case of Cash against Documents, and the importer has to guarantee to surrender within max. 30 calendar days the original Bill of Lading duly legalized by the local shipping agent.

The risks due to this new rule are obvious as our agent is no longer in position to control the release of cargo. We therefore advise all stakeholders to confirm receipt of payments prior shipment of their goods, especially in case of foodstuffs/beverages.

It goes without saying that NileDutch regrets the risks and inconveniences, but we do not accept any liability or claim whatsoever for release of cargo without original Bills of Lading in Angola as a consequence of this rule as this is beyond our control.

China’s 24 hours Advance Manifest Regulation Update - Shanghai

Effective the end of June 2014, advance manifest submission will be mandatory for all China import cargoes that are discharged or transshipped at Shanghai port, thereafter Do Not Load (DNL) and Do Not Unload (DNU) messages may be issued at the discretion of Customs.

To comply with the regulation, NileDutch will have to submit the advance manifest and therefore we are requesting our customers to provide complete and accurate shipping instructions 72 hours before load onto the vessel bound for Shanghai.

A complete manifest includes below mandatory information while not limited to:

  1. Bill of Lading Number
  2. Load/Discharge Port Name
  3. Vessel Name/Voyage Number 
  4. Service Type (SD, CY or BB)
  5. Payment Method of Basic Ocean Freight
  6. Name & Address of Shipper/Consignee/Notify party (Only mandatory in case Consignee is “To Order”)
  7. Container Number, Size and Type; Seal Number
  8. Container Owner
  9. Gross Weight/Package Quantity/Package type per Cargo Commodity
  10. Cargo Description, Marks and Numbers
  11. Dangerous Cargo Details, Name and contact no. for emergency contact (Only mandatory for commodity with hazardous nature)

NileDutch will strictly follow the ‘No Doc, No Load’ policy in this respect, which means only those cargo with timely/complete customer declaration and accepted by China Customs would be loaded.

Revision of the working days in the WEWA schedule

In our current WEWA (Europe to West Africa service) set up we are obliged to finish operations in Antwerp before Tuesday afternoon. However by having high volumes in Antwerp it became a serious challenge to achieve this deadline.

Therefor we decided to re-organize the days of operations as follow;

  • Antwerp: Friday + Saturday
  • Le Havre: Monday (1st shift)
  • Leixoes: Thursday (2nd shift)
  • Lisbon: Saturday (1st shift)

This change will be effective as of voyage 11061A, commence Ops. in Antwerp on the 6th of June. For any further information please contact your nearest NileDutch agent.

Switch of terminal in Antwerp

Herewith, NileDutch informs the trade that mv NILEDUTCH GUANGZHOU (voy. 11039A) – ETA Antwerp 30 December 2013, will be the last vessel loading at Katoen Natie berth 1227.

As from mv NILEDUTCH DURBAN (voy. 11040A) – ETA Antwerp 6 January 2014 our vessels will be operated at IMT berth 242 on the right bank.

Dry Van containers arriving by truck and booked for mv NILEDUTCH DURBAN (voy. 11040A) and following vessels must be delivered at IMT berth 242 as from 16 December onwards, Reefer containers as from 30 December onwards.

Kindly note that customs documentation will have to be presented to the Customs office at berth 242.
